An English National Is the First to Be Convicted of Violating Sanctions Against Russia
British national Jonathan Hornby became the first person from England convicted of violating the UK’s sanctions on exports of luxury goods to Russia, imposed after Russia’s full-scale invasion of Ukraine began on February 24, 2022. His Majesty’s Revenue and Customs said Hornby, a logistics company managing director, attempted to send four artworks to Russia in February 2024; the shipment linked to Global Customs Systems UK Limited and In Time Worldwide Express Limited was seized at Heathrow Airport. Hornby pleaded guilty at Westminster Magistrates Court on July 1 and was fined £30,085 (about $40,242). The UK’s March 2022 sanctions include bans on exporting luxury goods such as artworks and high-end fashion to Russia and were intended to restrict access for oligarchs and elites, alongside sanctions on figures including Roman Abramovich and Oleg Deripaska.
