UK artist resale right at 20: how successful has the pioneering scheme been?
Twenty years after the UK introduced the artist resale right (ARR), The Art Newspaper reports that the scheme—once strongly opposed by auction houses and dealers—has become broadly accepted in the British art market. Christian Zimmermann, chief executive of DACS, says global expansion is needed to level competition with markets like New York and Hong Kong, where no comparable levy exists. The article notes that a proposed 5% California resale levy was overturned as unconstitutional in 2018, and that Canada and South Korea are working toward resale royalty laws in 2027, adding to roughly 90 countries with some form of resale right. The EU implemented ARR in 2006, while Australia and New Zealand introduced resale rights in 2010 and 2024 respectively.
